You’re in ‘model space’ based on the UCS icon (lower left of the screen).
The scaling that I think you need to apply will need to be applied in a Paper Space layout. I think it would be helpful for you to have the ‘display layout and model tabs’ enabled so that you can move back and forth between modelspace and paperspace more easily (without using tilemode variable).
To enable the layout and model space tabs go to ‘options’ and in the ‘Display’ tab check the ‘Display Layout and Model tabs’ in the Layout elements pane. This will show the Model and Layout tabs along the bottom of your window.
